Responsibilities of the committees

As the technical bodies of the National Transition Council, the committees study texts before the plenary, exercise oversight on behalf of the institution and cover, through their areas of competence, every sector of government action.

Legislate

Prepare the deliberation of texts in plenary: each bill or private member's bill is referred to the competent committee, which studies it, hears those entitled to be heard and reports.

  • Reports

Oversee

At the invitation of the CNT, the committees conduct information and inquiry missions on questions within their competence, and may hear members of the Government.

  • Inquiries
  • Hearings

Covering every sector

The name of each committee reflects its area of competence and matches that of the ministries: the CNT thus covers every field of government action.

The grouping into clusters is a reading aid; the official name of each committee is authoritative.

In practice

The path of a text through committee

From referral to public sitting, the competent committee examines the text and informs the plenary through its report.

  1. Step 1

    Referral

The bill or private member's bill is tabled and then referred to the competent committee.

  2. Step 2

    Examination

The rapporteur analyses the text, makes the useful contacts and requests the necessary hearings, including of ministers.

  3. Step 3

    Report

The committee deliberates and adopts its report; its president may withdraw it from the plenary agenda.

  4. Step 4

    Plenary

The text is debated and voted on in public sitting; a parliamentary secretary countersigns the adopted texts.
