How it works

How a topical question sitting unfolds

From the submission of questions to the broadcast of the debate, four steps governed by the Rules of Procedure of the National Transition Council.

  1. Submission of questions

Members of the National Transition Council submit in writing to the President of the Council their questions on topical national issues.

A topical subject, a ministry concerned.
  2. Scheduling by the Conference of Presidents

The Conference of Presidents sets the date of the sitting, decides on the inclusion of questions on the agenda and allocates speaking time among the councillors.

Article 89 of the Rules of Procedure.
  3. Plenary sitting

The Government bench is occupied by the Prime Minister or his deputy, accompanied by the ministers concerned. Each author presents their question, the Government replies, and the author may respond within the allotted time.

Article 91 of the Rules of Procedure.
  4. Broadcast and follow-up

The debate is broadcast live or in full recording by the State media. The report appears in the Journal of Parliamentary Debates. A subject may then give rise to an interpellation of the Government.

Articles 90 and 91 of the Rules of Procedure.
