The responsibilities of the Conference of Presidents

As the body that schedules the work of the CNT, the Conference of Presidents prepares the agenda, organises the debates and involves the Government in planning the sittings. Its prerogatives fall into three strands.

Enhanced prerogative

A power without appeal

To regulate debates in plenary sitting, the Conference of Presidents may limit the number of speakers and the speaking time allotted to each of them. Its decisions in this respect are not open to appeal by CNT members.

Number of speakersThe Conference sets how many members may speak on an item on the agenda.
Speaking timeIt allots each speaker the duration of their speech in plenary sitting.
Without possibility of appeal

Three strands

What the Conference can do

Each responsibility is summarised by an action verb; the full wording appears in the reference text at the bottom of the page.

Scheduling the work

The Conference is the CNT's scheduling body: it prepares the agenda and monitors its implementation.

Examine

the agenda of the CNT's work, every week as necessary.

Propose

any measure concerning the settlement of the agenda, in addition to the discussions given priority by the Government.

Post and notify

the agenda drawn up, immediately, to the CNT and to the Government alike.

Propose again

any change to an agenda already settled: only the Conference may take the initiative.

Organise the debates

To ensure well-managed sittings, the Conference regulates speaking time in plenary.

Limit

the number of speakers registered on an item.

Set

the speaking time allotted to each of them.

Decide

without any possibility of appeal for CNT members.

Involving the Government and the plenary

Scheduling is built in liaison with the Executive and decided, in the last resort, in plenary sitting.

Inform

the Government of the day and time of the Conference; it may delegate a representative.

Submit

its proposals for the approval of the CNT, which may amend them, in particular the number and order of items.

Regulate

speeches: only the Government, to explain its vote, and the committee chairs who attended the Conference may speak.

Responsibilities of the Conference of Presidents (6 paragraphs)

The prerogatives of the Conference of Presidents are strengthened by the fact that it may limit, without any possibility of appeal for CNT members, the number of speakers and the speaking time allotted to each of them.

The Conference of Presidents is convened every week, as necessary, by the President of the CNT on the day and at the time set by him. It examines the agenda of the CNT's work and makes any proposals concerning the settlement of the agenda, in addition to the discussions given priority by the Government.

The Government is informed by the President of the CNT of the day and time of the Conference. It may delegate a representative.

The agenda drawn up by the Conference of Presidents is immediately posted and notified to the Government.

The proposals of the Conference of Presidents are submitted for the approval of the CNT, which may amend them, in particular as to the number and order of the items proposed for inclusion on the agenda. Only the Government, to explain its vote, and the Committee Chairs or their representatives who attended the Conference may speak.

The agenda settled by the CNT may subsequently be changed only on a new proposal from the Conference of Presidents.
