Key figures

From the vote to promulgation

A law adopted by the Council enters into force only once promulgated and published. The four stages of this path, then the key to reading a law reference.

  1. Adoption in plenary sitting

The text, examined in committee and then debated in plenary, is adopted by the members of the Council by the majority required by its nature.

    Adopted laws
  2. Transmission to the Head of State

The Secretary General of the Council transmits the adopted law to the Head of State for promulgation, with the legislative file.

    General Secretariat
  3. Promulgation

Through the promulgation decree, the law receives its final number, made up of the year and a serial number, and its date.

  4. Publication in the Official Gazette

The promulgated law is published in the Official Gazette of the Republic of Mali, then made available in this collection.

  • Ordinary law, organic law, finance law : the nature of the text determines the majority required at the vote and, for organic laws, prior constitutional review.
  • Ratification of ordinance : the Government, authorised by a law, legislates by ordinance; the Council then ratifies the text, which acquires the force of law.
  • In this collection, the number is always written with the year in four digits; the original files sometimes abbreviate the year (“25-059”).
